Just let the players drag the important notifications that they actually care about out of the circle to create a new glowing red object (and, for that matter, allow us to drag them back in). That allows folks to customize their UI to best match their priorities in-game. Taxation capacity problems, for instance, are a complete noob trap issue if you are Qing and floating at like 60% peasants but can be an issue if you find your way to real industrialization, so dismissing it entirely doesn't seem like a real solution. Same with market access problems- during a war with the UK, if you don't have market access problems *somewhere* in your empire then Paradox has probably rebalanced the way convoy protection works, but market access problems during peacetime are a real issue. Player control when it comes to making the button useful has been something I've advocated for literal months now, and if there's someone on staff actually working on it that's the solution that would provide the community with the most value.
