List of Nations that might join a coalition always accessible.

Currently you get a very helpful list of all nations that might join a coalition against you, if you hover over the AE in a peacedeal.
It would be very helpful, if I could see this List during peace as well.
During peace this List would only contain nations that

1. have below -30 AE toward me
2. below 0 opinion

I sometimes don't improve relations with everyone during the war and afterwards I forget with whom I should improve relations.
Of course I could use the AE and opinion mapmodes to find it out myself, but I would consider it a nice quality of life feature.

As a minor sidenote: Maybe make joining coalitions impossible for players if they have above 0 opinion of the target. The AI doesn't join a coalition in this case, so why should the player be allowed to?
