I think that should depend on factors like nationalism and language, as well as religion. also depend on what kind of policy one decides to adapt.
I never liked in EU2 that the krimea was permanently Mongolian culture, allthough one owned it for several hundred years. Assimilation would only be possible if you combine several different policys, and only if the culture is close to ones own.
the irish have their own language, religion and then were treated very bad by the English. That should make them more resistant.
They should implement something like the religious conversion in EU2 only on political scale. "Agitators" which could start revolutions or be used to "nationalize" a province. then maybe combine it with something like "domestic infrastructure". the more you invest in that (schools which teach the language of the majorety), combined with settlers you send into the province, slowly shifting the nationality and ethnicity of the province. (Australia, New-Zeeland, South-Africa).
