I was trying to find information on the forums about the number of counties with many settlements and I couldn't find any info. So with a bit of scripting I just extracted the list of counties and their numbers of settlements.

Perhaps the most interesting is the list of 6 settlements counties (powerhouse counties), so here it is.

A few interesting observations from those lists:

-The Kiev/Chernigov/Pereyaslavl area probably ends up being the highest concentration of potential power on the map with 19 possible settlements in a 3 county triangle. (and the neighbouring area is full of 5 settlement counties)

-A Danish king who would get Lubeck and Hamburg early would have tremendous power with Sjaelland, Jylland, Skane, Lubeck and Hamburg all at 6 settlements for a total of 30 possible settlements in a very small area and inside only 5 counties.

-The Dutch have some good potential with the Brugge/Gent/Brabant line for a total of 18 settlements in 3 lined up counties. (23 total in a wedge if you also add Yperen)

-It seems Toulouse is the "de jure" duchy with the most potential settlements with a total of 30, followed closely by Flanders at 29.

The problem with this is it also mattters a lot if those slots are already filled with structures. Particularly structures you don't want.

When I played in the middle east, I was disappointed to find that all the high slot counties in the area were already filled up mostly with castles. Baghdad is a great county, except it's tons of castles. That's fine if you're into that. I'm not. I care about high slot counties because I want to put cities in them, so I can put universities in them, so I can jump start research.

As it turns out, for all the high slot counties in the middle east the most you're ever going to stack is 3 cities in one county. I ended up with my captial in a ho-hum county because it was as good or better than all the impressive looking ones on this list.

I wish you could destroy and replace holdings. Or if there were events to increase slots under certain circumstances. But that's not how it works.

Here's a heatmap showing the unused potential of each province at 1066 start. Green is more "open" holdings, red is less. Sweden and Novgorod look nice.

Edit: corrected some post-1066 buildings that slipped in. The thing that tipped me off was Bearn having -1 available slots...it starts with three holdings out of four max, but by 1250 has FIVE out of four. Not sure if that's intentional on PI's part.

There is also Venezia, but still, it's really very nice place to be. And all but one counties are coastal as well, so that's really some nice place to make money, and a pretty easy start.

Only because you said it's kinda fun, a request for a maximum city income heatmap? Basically the same as the last one you posted, but scaled from 1-10 instead of 1-5, with the coastal provinces doubled (5 cities in Venice = 10). It's not strictly accurate but it's plenty close enough. That'd be basically the ideal map for "Connect all the green dots" realm planning.

Only because you said it's kinda fun, a request for a maximum city income heatmap? Basically the same as the last one you posted, but scaled from 1-10 instead of 1-5, with the coastal provinces doubled (5 cities in Venice = 10).<snip>

I'd be happy to, if I could figure out how to tell if a province was coastal or not from the game files. It's something I've looked at for EU3 and V2 before, with no success (would've simplified a lot of converter code).
