Crusades will only be called against these provinces if they are not in Christian (Catholic or Orthodox) hands.

When Rome falls, an event may fire then ends the then ongoing Crusade and a Crusade to liberate Rome will be called.

Muslims have no options to end a Crusade besides the fact of holding the Crusade target long enough, then an event may fire that ends the Crusade.

When a Crusade-target is held by a Christian and the Crusade is still going on, Muslims may declare war on who holds the Crusade-target

In addition to already named provinces, possible targets for a crusade are also Cadiz, Valencia, Lisboa, and Toledo.

Veld gave the complete list of 'Official' Crusade Targets in a Vanilla game (and Veld is rarely wrong). These might have been added by a mod because I have yet to have a Crusade for any those 4 provinces. And since the game starts with those in Muslim hands, one would think a Crusade would be called for them.
