Due to frequent CTDs, I decided to remove and reinstall CK2. It successfully downloaded and validated, but the launcher doesn't show the list of DLCs and I can't select the earlier start dates. Properties->DLC lists everything as installed. How can I get my DLCs back?

Most likely you didn't delete the local files. As of patch 2.0 the "Documents" equivalent is now:
/home/user/.paradoxinteractive/Crusader Kings II/
So uninstall the game again, manually delete anything left under Steam/CK2 AND everything under the above path (preserve valued save games elsewhere first, of course!). And then re-install from Steam.

I did so before, removing the content of that folder and everything else I could find. By Steam/CK2 do you mean /home/user/.steam/steam/SteamApps/common/Crusader Kings II/ ?
Made extra sure that both folders were completely empty and reinstalled again - no luck, exactly the same as before, even though the DLCs have apparently been downloaded - all the .zips and .dlcs are there in the /DLC/ folder. Is there anything else I can try or will I just have to wait till I can afford a new HD for my Windows machine and hope Steam will actually install the DLCs on Windows?
There's no known issue with installing or running DLCs on Linux. And, from what you were saying they used to work on this very machine, right?
EDIT: I stumbled upon the solution in an old Steam bug report. Apparently, it was a case of case dissonance and renaming the /DLC/ folder to /dlc/ did the trick.
