I purchased Cities:Skylines DLC through Origin+ but not the base game.
Is there a way to use the DLC I purchased from Origin with the base game I just purchased on steam?

Indeed, Origin DLCs only work on the Origin base game. You'll need to get a refund from Origin and buy them from us or Steam.
