This new system from the HF is great, but it still can use some polishing. Personally I find it weird when a kind and contet character can create a warmongering religion with bloodthirsty gods. It just doesn't feel right. So, maybe you should make strict demands for different aspects, like Cruel / Lunatic / Impaler for Bloodthrsty Gods, Ambitious for Warmongering, Zealous for Prozelitising...

That will make it harder to create a perfect religion, will add more RP and will force player to either live with less superior religion or wait for the right ruler to come to power.

yeah except "add more RP" only matters if they also do a whole lot of work to also add any semblance of continuity to characters as it is. considering traits can be gained and dropped arbitrarily.

not only that, but with so many doctrines either being an outright nerf to your available/required mechanics, or having no practical function at all, this would just mean playing a pagan would be worse than a "standard" religion in every case.
