I'm not saying this is a good idea, but what you could do is go through all the major's ai files (victoria\DB\ai) and find the line:
Code:
desired_army_size 		=	-1
Then change -1 to whatever you want the limit to be, say 100 or 200.

Ahh, you you don't just want to improve perfomance after all :p

Seriously, this is a much bigger cheat than neville, and using neville would be much easier. But if your set on this course you could edit the AI like I said before and also look in the Victoria\scenarios\GC folder and open the .inc files (eg Victoria\scenarios\GC\eng.inc for the UK), then scroll down untill you see the army/navy sections and delete it, that'll make them start with no army or navy.

Sorry, according to the AI file's instructions that should stop them from building units :( What if, just before you fight you open the save game and remove the units from there? You may not be able to stop them building, but you could remove them before they could be used.

Well it turns out it doesn't work. Bah.

Just get the VIP version (VIP flavour) and extract that into your victoria folder, no more copy, pasting needed! :)
