Currently Bavaria taking their mission to take Nürnberg at the beginning of the game will end with a coalition of half the HRE against Bavaria. With the development system of common sense we might (will) end up with more provinces with high development level, especially in the HRE with all the OPMs there.
I feel like taking a single Province should NEVER be enough to get targeted by a coalition. So the AE you can get from taking any one province should be limited to 29.
