Yes, I agree. Subs stacks should be locked at three until wolfpack or advanced sub operations tech are researched.

Subs are very good in large groups, but players tend to deploy too few DDs with their capital ships. There should always be many many DDs for every capital ship in a given fleet (ratio is hard to firmly establish and it can vary, but it should be around 4-5 DDs for each capital ship imho).

Another thing is that DDs should be a lot more lethal to subs in general. It was very difficult for a WW2 (same today in fact) sub to fight agaisnt a DD. The DD is too fast and too small to make an easy target for the sub.

There should be penalties for stacking too many subs flotillas together in a single seazone, no matter if in one stack or many:

a) They should lose capability of going undetected, surprise, etc.
b) As a result of (a) and because of high density they should be very vulnerable and not very effective. It should be like shooting fish in a barrel :D
