As far as I remember, every ethos except xenophobes can download the patterns of the aliens for a lesser reward in engineering science. You yourself cannot bring them back to life, but usually a xenophile Fallen Empire (provided there is one in your galaxy) will approach you and ask for them. Handing them over gets you a huge boost in relations. Payed off nicely in one of my games, as they gave me gifts later on.

In 1.4 Limbo quest was updated and you can bring them back to life. Even new achievement added for that

As far as I know, no, you cant bring them back yourself. The achievment is for getting them revieved by a xenophile FE.

Nope. While it was in the works - you can find a whole event chain for it in the files - it has been commented out. You can get the achievement via FE, but for now the second route does not work at all.

I'm really sorry for making that Limbo joke, it's a new low for me.
