What I feel would be good is a proper national focus. If you click on a national focus for extra monarch points, the. It should stay that way for the life of the ruler.
If you're militaristic, you get bonuses. Increased manpower, decreased recovery cost, increased prestige from battles, increased morale for army, increased tradition for army by 10% etc.
If you're diplomatic then you get increased trade range, more powerful embargoes, reduction in war exhaustion cost, cheaper culture conversion, cheaper dip cost on annexing land, increased morale for navy, and increased tradition for navy by 10%.
If you're administrative, then you get cheaper core costs, cheaper integration costs, and better bonuses for reducing revolt risk (say a -5% revolt risk), 10% reduced liberty desire of colonies and subjects.
However if you pick 1 focus over the others, the costs of the others increase, so you pick diplo, the coring costs increase by 5%, decreased morale for armies etc. That would be a good way to improve peace time abilities, as well as make a player think tactically for a long reign ruler.
Also you can only assign a ruler as a general if you pick military, and if you assign your heir ad a general, he automatically assumes military upon ascending to the throne.
Exceptions being for Republics where they get none of the bonuses or maluses due to the nature and speed of the Republic voting compared to a monarchy, so they just get the extra monarch points per month and none of the above bonuses or maluses.
