how do i lower the minimum life rating needed to colonise, since i'm getting rather ticked off that in every game i play other nations are able to beat me in the colonial game

There are a couple of techs and inventions you need. First is the tech Medicine, which fires an invention called "Profylaxis against Malaria" which lowers the required life rating by 5. The biggie is the tech Machine Guns, which IIRC lowers it by another 10. Then there are a few more which I always forget, because Machine Guns really is the most important one. So aim for that tech in your research if you want colonies.

Nationalism & Imperialism also reduces required life rating by 0.10.

And the last is the invention "Manifest Destiny" which need N&I to fire. Thsi swill let you colonize ANY province that isn't yet colonized.
