life rating to low to colonise

What should i do, i play as belgium but my life rating is only 15 and must be at least 25 to make a colony.
It seems my technology isnt high enough or something like that what should i do becouse in my home country my life rating is 35

There are techs which decrease the lowest allowed colonial life rating. From the top off my head.

Medicine -5
Machine Guns -10
Nationalism and Imperialism -10

Note that some of these are triggered by inventions, which take some time to trigger after you research the techs.
