I mean, yes I know I can lower liberty desire by lowering tariffs, But I've already lowered it to 0.0%...
Liberty desire is still high and isn't even ticking downwards or lowered by any random events.
What am I missing here? Where is the old governor-election mechanic for colonies? It was the only way.

Now colonies elect their own from the start. Less popups that way at least. But you cant use that to keep your colonies eternally docile. They do lose a chunk if they rebel and you beat them but thats not ideal admittedly. Then again, just by never raising tariffs beyond their starting point, you can probably last the entire game without seeing one actually revolt.

Those under the AI WILL eventually revolt tho, because motherlands aggressively raise tarrifs. I tested by briefly going to observe mode and my country raised its tariffs on all 6 CNs up to 4 times in the span of a few years.

Perhaps large gifts or some such could be used to placate them further.

Nobody wants to carefully grow colonies from nothing only to know the endgame is having to repeatedly pummel them into dust tho. These wars should be the result of mismanagement, otherwise they are more a liability than a resource. And dominating the Americas now takes almost single minded focus, its not a simple side-game.

Gotta have a balance between liberty desire being meaningless, and colonial nations being an overall liability.

... i'm not seeing any down sides to america not just being a ignored side show unless somebody else took a colony you wanted

But the simple fact is that you should have to repeatedly pummel them. Given enough time (and population - tiny islands are probably exempt) it's virtually inevitable that a colonial society divided from their motherland by 3,000km of ocean, no matter how nice the motherland is to them, is eventually going to start identifying not as 'British' but as 'Americans' or whatever, and start wondering why they should have to listen to the motherland at all.

Yes, I agree that (like many of the new mechanics introduced in EUIV's lifespan thus far) the colonial nation mechanic is vestigial and dramatically lacking. There should be a way to peacefully give colonial nations their independence but still keep them in your orbit, like the British nominal control over Canada and New Zealand and suchlike... But as it stands, I think this system is dramatically better than the old one. Colonies should revolt. Prior to this change dominating the Americas wasn't a simple side-game, it was a very easy process of boost tariffs to 75-85% and forget. Now at least you have to make considerations and think about things.

Personally I'd really like to see a situation where you can miss-manage your colonies or effectively govern them naturally without one or the other being the only option. If you're facing rebellion, it should be because of your decisions. If your colonies are always loyal and paying you lots of money, it should be your fault. It should just be that your colonies will always be loyal unless you do something stupid, or your colonies always inevitably revolt against you no mater what you do.

You can ignore it and play on if you want, but the downside is that the new world is a key piece of the whole era. Its domination shaped the politics of the old world. If its a net negative to own a piece, nothing makes sense anymore. Especially given how much work it takes to dominate it post 1.8.
