I have a quick suggestion I wanted to make since I noticed that the Madagascar pirate republic tag of Libertatia has a tendency to spawn more often than not in games, which is strange considering that the academic consensus is generally that Libertatia was a fictional state. I believe a major factor in the frequency of this tag appearing is the fairly liberal trigger conditions for the event to play as them to fire.
As more European tags have been given revamped mission trees, many of which with expanded content on their own respective colonial projects across the globe, the game has made it fairly simple for these conditions to be achieved. While my understanding is that Libertatia already appeared often in games since Golden Century originally released, I think that adjustments have certainly made it easier for the AI to reach these criteria. This transitions our discussion to what I feel is the primary factor in the frequency of this tag appearing, which is that once this event fires, Libertatia is forced to be released.
This event provides only two options once it fires. The tag facing this event is given the option of either releasing it as an independent state and playing as it (Only available for players) or be forced to release a March of Libertatia in the province of Maroantsetra (AI is forced to take this choice). This is something that I feel causes unnecessary headache and can easily be remedied with a simple solution. I would like to suggest adjusting the trigger conditions to be more difficult for the AI to achieve normally in-game and/or providing a choice to deal with this event in a way that doesn't release a fictional nation into the game, maybe some rebels to deal with, maybe a way to pay the pirates of Libertatia off so they leave Maroantsetra, something that can be chosen as an option more often to prevent Libertatia releasing every single game that the event fires for a tag.
I would also like to make it clear that I am not against the inclusion of this tag or event in-game (I think it adds interesting flavor based in the text that has highly influenced how popular culture looks at piracy), I just think that the formation event should be adjusted so it occurs with less frequency. Sorta feel the same way about Libertatia as I do about Norse, I don't mind the content existing in-game but I would like it to be more of an easter egg than anything else.
