Ahura Mazda: Do you mean like those last (topic focused) updates way much better than the elder, annual updates?
I was planning to go back to the one update per year style as soon as the whole revolution would be over, but maybe I have to replan.

demokratickid: Do you mean you don't like bicammeral systems, or do you mean that you don't understand them very well?

Garra-Ush: In fact the king has only few real powers, at least that was the way I planned it. The Prime Minister should be a fair match for him, and the parliament should be able to outrule them both.
The kings powers are very limited:
The king announces the Prime Minister after the Congress made the proposition who should be PM, normally this would be the leader of the majority faction in Congress. The king may deny to announce the proposed MP (Member of Parliament). There are no strict rules what will happen in such a case but it is to be expected that the Congress will make an alternative proposition and that the king will accept this choice. The point here is that the monarch couldn't announce PMs as he pleases, but that the main power lies in Congress at this point.
Same is true for the announcement of judges of the supreme court, the king will follow the propositions of the PM.
During the legislative process the king may deny the royal assent to a bill and thus veto it but the bill is send back to the Cortes for further discussion. The Cortes may alter it a bit to gain the royal assent or if 2/3 of all MPs (both from Senate and Congress) vote for it the bill is enacted against the monarchs will.
The last power the king holds due to the constitution is military supreme command. But this power is severely limited by the fact, that he is not able to declare war without the admission of the Congress on the one hand and that the Congress is in charge of taxation and budget and thus can prevent any military buildup, reform or intervention by not funding it.

asd21953: I guess it does on first sight. I'm sorry for that. As a student of politics it seemed all quite logical to me but I didn't think about how it looks for someone who isn't so used to constitutional schemes.

To all:
I hope my explanation above gives you some insights in the platinean constitution and answers some of your questions. If you want something in peculiar to be explained just ask, it would be a pleassure to explain it.

The first one who guesses from which historical constitution I derived the platinean constitution gets a cookie, no not a cookie because I'm not authorized to give you some ;) but hmmm let me think ..... How about an appearance as a secretary, general, capitalist or something alike?

It seems like the platinean constitution is based off of the US constitution. Is that right?

I understand them very well, it's just that a single body legislative branch has always appealed to me... It seems less wasteful... :)

I just drop in to call your attention to the new and streamlined ACAs!
The rules have been slightly changed so it is advised to read them first.

If you should consider this AAR worthy to vote for, please put it in the history-book catergory for Victoria!

Thank you ladies and gentlemen for your attention. I will now continue counting immigrants!
Now have fun reading all those brilliant AARs outthere and vote for them in the ACAs!

Ahura Mazda: Then I will try to keep it that way

Masri: Welcome. No it isn't based off of the american constitution. To give you all a hint: Head of state was a monarch (not a president) and it is based on one of the current constitutions in force.

demokratickid: It wasn't my intention to offend you, I'm really sorry if I did. I have to admit that bicammeral parliaments quite often seem to be ineffective and overly complicated but its a vital part in the sytem of checks and balances and prevents other parts in the system (especially the parliament itself by its division) to become too powerfull.

Update should be up in the next hour...

Libertad o Muerte! Pt. XVIII - 1850

1850header.jpg

After Carlos I. fled Platinea he was given shelter at the Islas Malvinas by the Brtish. After a short break on the Falklands the former king travelled to Buenos Aires to organize a brazilian taskforce to intervene in Platinea. Furthermore he established connections with loyal royalist groups and the remnants of the royalist troops in Chaco and Missiones provinces. While his primary goal of organizing a taskforce was opposed by both the brazilian emperor Pedro II. and his prime minister and thus made little to no progress, support of royalist troops with arms, ammunition and food was already underway. As the Platinean constitution was signed by mid-november the royalist troops just fell apart. Most soldiers just went home, a few even surrendered to the new government and support for Carlos dwindled. Pedro II. wasn't very eager to have Carlos around in the first place but welcomed him out of good will. But as the revolutionary leaders did not cut off their opponents heads as suspected but chose Prince Carlos, the emperors brother in law, to be their new king Dom Pedru saw no longer any necessity in equipping an armed force to help the royalists in Platinea. In a private audience several days later the Emperor explained that the wheel of time had turned onwards and that not even the dearest attempts would have success in reestablishing absolute rule. Enraged by the emperors statement Carlos and his entourage left Buenos Aires the very next day. Only Carlos third and youngest son Fernando disobeyed his fathers commands and stayed in Rio de Janeiro. In early december Carlos finally arrived in Spain. He was cheered in every town and village on his long ride from Bilbao to Madrid. Finally in Madrid he relieved his son Prince Carlos from his duties as general vicar and was crowned king Carlos V. of Spain by Christmas 1849.

1850spain.jpg

Since the coronation of Carlos I. several attempts were made to establish a university in Montevideo. But as the royal government saw universities as a breeding place for insurrection and a shelter for bedevilled liberal thoughts every single request was denied. With the old reactionary system out of the picture the University of Montevideo was finally founded. Originally financed by private initiatives the government spent some twothousand pounds to support the new educational and scientifical facility. The university itself was opened the very same year. The opening ceremony was held by José de San Martin and every politician of distinction was present to be part of the nations first formal act.

Across the ocean in Ireland the irish populace was still starving. For the third year in a row the potato crop failed and the measures taken by the british were mere inadequate, to say the least. The british were selling grain from india but in too few numbers and for a far too high price which couldn't be afforded by most. With the situation getting more severe from day to day the people where gettin even more desperate. Prince Juan who was deeply moved by the irish peoples struggle ordered the royal navy's transports to deliver grain and corn to the green isle and to bring as many irish as possible in return to Platinea. The operation worked quite well and the price for food in general declined in Ireland. The platinean ships were sailing back and forth between Dublin/Cork and Buenos Aires the entire year and brought several thousand irish refugees to Platinea. Most irish went on south to the already existing irish settlements in Patagonia.

1850irishfarmers.jpg

Due to the arrival of several thousand irish farmers and labourers to Patagonia existing settlements were extended, for example the town of Trelew grew to 10,000 inhabitants. Furthermore unsettled parts of Patagonia were settled and some fifty kilometers south of Trelew the city of Kerry was founded. Yet the towns where only connected by sea but it nevertheless marked a big step in the colonization of Patagonia.

1850newtown.jpg

In March 1850, two years and a month after the french February Revolution incinerated europe in a series of uprisings, riots and revolutions, the 'era' of liberal revolution came to an end. In wide parts of europe the reactionaries and royalists have taken back control by force thus wiping out any signs of resistance and liberalism. In the German Federation (Deutscher Bund) prussian troops occupied all liberal gone states and reestablished royal rule. Except Baden, Württemberg and Bavaria the given constitutions had been revoked. The situation in Italy was no better. Only the hungarians were still fighting for their independence but were facing a slow defeat at the hands of the austrian troops. It seemed as the time for liberalism was over and would never come back as the reactionary forces where on the verge again. It should be a mistaken opportunity for many european countries.

1850liberalrevolutionen.jpg

With the failing of almost every revolution on european soil many revolutionaries and liberal supporters left their countries in search for a better and more liberal place to live. The USA were tempting for the most emigrants but Platinea became a close second. Representing the only successfull revolution of the 'era' and outfitted with a revolutionary liberal constituion Platinea became the very symbol of liberty and the promised land for many fourty-eighters. Friedrich Hecker, the german revolutionary leader, wrote in his diary upon the day of his arrival at Buenos Aires: "Buenos Aires, finally! How my heart is filled with joy seeing the light of liberty upheld!".

1850fortyeighters.jpg

In March a group of scientists at the UBA (University of Buenos Aires) developed a working high and low pressure steam engine. Those new and way more powerful steam engines are believed to revolutionize industry and society. In an article in the Observador Independiente one of the scientists stated that not only future locomotives will benefit from this new engine but that a vast amount of machines could be outfitted with this power source to reduce the needed amount of labourers. A few labourers got worried about this new piece of technology and feared it would render them useless but among entrepreneurs and industrial investors these news raised high hopes and many saw in it the future of the platinean industry.

The june revolution was celebrated on the sixth of june, exactly one year after its outbreak. But it wasn't just a day of remembrance and celebration it was the eve of the first elections to the cortes. Both Federalistas and Unionistas worked the streests in the last few weeks to mobilize every man to vote.
Tomorrow would be decision day.

Libertad o Muerte! Pt. XIX - 1850

1850header2.jpg

Right after the congress liberals and federalists began campaigning for the 1850 general elections. While the dense populated areas (like Buenos Aires and Montevideo) where liberal strongholds the real 'battles' for voter support were fought in more remote regions like Valpraiso and the Chaco. Especially the latter saw some dire competition. The federalists campaigned against flat tax and a laissez faire economy while the liberalists campaigned for lower taxes, industrialization and elementary education.
In some districts liberal candidates weren't even challenged and campaigning exceeded the regional level only in a few cases when the national newspapers (especially "El Mensajero" and "El Observador Independiente") reported about the national conventions in Buenos Aires. For a long time during this first national democratic election it was quite unclear who was going to run for presidency. The Federalistas first choosed their leader Torres as their candidate on their national convention. The liberals took much more time, their national convention didn't came up with a decision. As Verdana candidature was challenged by Alberdi and Estevez, leaving the Union Liberal in a puzzled state. Only a month prior to the general elections the party leader decided to choose current prime minister José de San Martin as their candidate for presidency.

1850camoaign.jpg

With the nomination of San Martin just a few weeks prior to the general election the Union Liberal delivered the coup de grâce to the federalist campaign efforts. Many voters who were fancying with the federalists now turned to the liberals in order to support the nation's saviour. On June seventh the streets of every platinean city were crowded with men of all ages commited to vote. In many places the previous day's celebrations were continued mixing an odd carnival feeling to the whole election.
As the votes were accounted one week later it became obvious that the Union Liberal had won the selection by landslide. They got more thant three quarters of the popular vote, giving them a huge majority in Congress and Senate. From the 123 seats in congress 99 went to the liberals assuring San Martin's first elected term as "Prime Minister of Platinea". In Senate the overall situation looked even better, they took 35 of the 39 seats. The Federalists only won the elections to governor in Asuncion Province. The regions along the platinean coast all voted for the liberals while the more rural provinces in the platinean hinterland were contested by liberals and federalists alike. While the radical liberal "Movimento Progresivo" had no success at all, most of their supporters switched allegiance to the Union Liberal, the newly formed reactionary "Partido Patriótico de Platinea" won four seats in the congress.

1850generalelections.jpg

note: Territories didn't send any delegates to the Congress but each territory's governor selects a senator to represent the territory's interest in the senat.
While the territories of Patagonia Occidental and Patagonia Oriental elected a liberal as Governor the territories of Mato Grosso and Esperanza elected federalists.

On the first of July the elected delegates of the first Platinean Cortes assembled at the opera in Buenos Aires accompanied by surpreme court judges, the archbishop of Platinea, military leaders, foreign diplomats and many governors as king-elect Juan I. opened the parliament and inaugurated San Martin as Prime Minister after the constituent session of the first congress.

I really like the graphic layout you're using. The blue and white banner identifies the start of the piece, the blocks of text are nicely separated and the combination of Vic screenshots with photographs is very nice. I would like to see a space above each pic as well as below, but that is a very small nit.

The story is a good one too! Here's hoping the new government does well. :)

"Protectionario" what means? Because that word doesn't exist in Spanish.

PS: "del Platinea" is wrong. It must be "de Platinea". ;)

Libertad o Muerte! Pt. XX - 1850

1850header3.jpg

The Society of Jesus or simply Jesuits were invited by King Carlos I. soon after his coronation and became one of his major tools to consolidate his position. As the driving force behind the platinean inquisition they hunted down enemies of the church and the crown and oppressed any opposition. As the liberals came to power it was one of their first objectives to get rid of the jesuits as soon as possible. Already during the interim government measures were prepared for instant actions against the order. In the second session of parliament the "Jesuit bill" was passed, dissoluting the society of Jesus, confiscating all their property and banning them from Platinea. The next day the prepared measures came into action and in the following weeks all jesuitic property had been seized and the clerics themselves had been shipped to europe.
In the strict catholic nations like Spain and oviously the Papal States this news lead to an minor international uproar. But no serious actions were taken to oppose the actions of the platinean government.

1850jesuit.jpg

The new government immediately set the taxes for all Platineans to only 25% thus fullfilling the peoples demand for a flat tax. It was hoped that the saved money would be used to buy more consumer goods (preferrably produced in Platinea) to boost the economy. Tariffs also were lowered to an all time minimum to encourage trade and commerce. Furthermore founding of new businesses were encouraged and supported by state loans and a severely lowered business tax. Due to this governmental encoragement many labourers and farmers started their own business. Those new entrepreneurs primarily invested in the railroad sector and increased the amount of railroadtracks and operating trains in Platinea by vast numbers.

With the liberal revolution the mostly oppressed liberal and avant-garde artists were unleashed. Poets, painters and composer blossomed everywhere outperforming one another. Platinean romanticism was born in these days and should earn it's very own spot in the history of arts. Predominantly romanticist paintings became famous all around the world. And as more and more artists from all over europe came to Platinea to learn from the great painters of this time their paintings were displayed at London, Paris, Wien and New York.
Caspar David Friedrich, a famous german painter, later on said: "The fresh air which allowed everyone to breath freely enabled all those great men to perform such great works of art!"

1850romanticism.jpg

Around the same time romanticist artists discovered nature's beauty anew several new machines were developed to ease work and to increase the output per workhour. New mechanical saws allowed it lumberjacks to cut 20% more lumber a day and the new Northrop Power Loom increased the output of fabric factories all around the western world.

1850tech.jpg

On the 12th of August Prince Juan finally was crowned king by the archbishop of Platinea in the cathedral of La Plata. After the coronation ceremony the king stepped onto a train of the royal railroad company to Buenos Aires were he spoke from a balcony of the opera to a huge crowd and took the royal oath to protect the constitution and the platinean people from harm of all kinds.

1850coronation.jpg

On November 2nd, Congress was confronted with the further course of actions according the autonome provinces of Asúncion and La Paz. After a short discussion it became obvious that almost all delegates were in favour of an integration instead of extended autonomy. The Senat was called upon and by the end of the day La Paz and Asúncion became provinces of the Platinea by law.

Garra-Ush: Yes here they are. Just for you wrapped up in paper ;)

asd21593: Somehow, yes. Though not by intention. Garra told me several times about sending Irish to Platinea and as Juan was Prince of Patagonia back then and was the only liberal thinker in the whole royal family it seemed logical to me.

demokratickid: Yeah some argentine guys of irish ancestry told me not to forget the irish immigrants. And immigrants are never bad :).

demokratickid (2nd): Yes indeed. This hopefully will boost economy and immigration alot.

Director: Thank you for the very kind words, Sir! I will try to 'roleplay' every electoral term. So I will lower taxes tariffs and so fourth while the liberals are in power. In fact with laissez faire and fair trade there is not much one can do but wait for your capis doing something.

Viden: Thanks for the advice. I corrected the spelling.

asd21593 (2nd): At the moment they are, but I guess that's just euphoria about the successfull revolution and the granted civil rights.

demokratickid (3rd): They were sattelites without any form of military or industry at all so annexing them was the next logical step. I'm not sure if they will form their own party as the main culture in former bolivia was south andean but a south andean reactionary party would also effect all south andeans in Chile. The same problem is faced in former Paraguay where the main culture was Platinean.

to all:
Some of you asked for informations about my population etc and now with the year 1850 fading away and at the beginning of a new decade I'm going to give you all the information you want. Just tell me what kind of informations you want so that I can post them in one of the next updates.
