First: Form of government - it was hotly debated who should held major power.
Parliament (parliamentarism) or the head of state (presidentialism/his majesty's government)

Head of State.

Second: Head of State - it was debated who should be the new head of state an
elected president (Democracy) or an appointed monarch (Constitutional Monarchy).

Elected president.

Third: Civil Rights - probably the most discussed subject. Universal Suffrage vs voting
rights only for the educated was the main subject here. Whereas freedom of the press,
speech were thought granted for free as well as freedom of assembly and association.

Universal suffrage.

Fourth: Form of Parliament - The delegates from urban areas argued for a one chamber
parliament like the house of representatives. The delegates from rural areas on the other
hand argued in favor of a two chamber parliament including a second chamber like the american senate.

One chamber.

Fifth: How the Kingdom of Platinea would be called in the future. The major debate was
about renaming it into Argentina or not.

Unión Federal de Platinea (Federal Union of Platinea).

Seventh: Parties - As the three old parties (Unitarios, Partido Real, Partido Federal) broke
down during the revolution it would be necessary and inevitable that other parties would
take their place. Besides the fact that their would be no longer a royal party the future of
the platinean party system was unclear.

1) Reactionaries. Old Carlists. Aristocrats. Hated by liberals, marginalized by conservatives. Not in power and never should be. Interventionism, protectionism, residence, moralism, jingoism (Carlist cause).

Partido Agrario de Platinea > PAP (Platinean Agrarian Party > PAP).

2) Conservatives. Supporters of the Prince. Rural folks, moderate landowners, common soldiers [who didn't join the revolution] -- those who distrust the revolution should join forces here. Big party, strong, and probably will share power with the liberals in a National Coalition for the first few years after the revolution. It's a big coalition so choose their policies depending on the way your story is shaping up.

Bloque Conservador > BloCon (Conservative Block > ConBlo).

3) Liberals. Capitalists, clerks, moderate former revolutionaries who are willing to compromise with the conservatives and the prince. Big, strong, and I think should form a coalition with the conservatives story-wise for a few years at least. I don't know of Argentina's specific condition so I don't know how their liberals at the time would think.

Federación y Democracia > FYD (Federation and Democracy > FAD).

4) Anarcho-Liberals. Revolutionaries who refuse to compromise with the prince. Consequently, marginalized. Consider themselves "betrayed." Laissez-faire, free trade, full citizenship, secularized, anti-military.

Fantastic updates lately. It is sad to see Carlos I go; he did a lot for Argentina, as well as prohibit quite a lot. And he was so close to getting his Spanish throne... And what of Prince Carlos? He is going to be a bit annoyed at his brother surely? Juan has the people on his side; the peace-maker, while Carlos is a war hero. Hmm, it will be interesting to see what happens between the two brothers...

Wow!

Extremely interesting AAR, a Rosas that I can actually like, a newly instituted monarchy and the great lavish indulgences that comes with it. Then a Revolution!

I must say reading the part about the revolution was beautiful, when I read it I couldn't stop thinking about it in a cinematic way, directed by Peter Jackson of course. I can't wait to see the next update of this AAR.

Also I'm assuming you still need votes for your choice... so I'll add mine.

7.Unsatisfied Liberals turn to both Socialist and Conservative groups, those who benefited from the system will probably be some sort of Reactionary faction that should be replaced with a fascist one later on (Maybe events that show these people still have the means of production and their children become wealthy businessmen that urge for fascism, and the only way to prevent this is by having the Socialists come to power and seize their property)


I'm also wondering what San Martín would be doing when he arrived back home... Would he stand to have a constitutional monarchy in power?

The Dictatorship of Juan Manuel de Rosas
(1835-1842)

After Lavalle's army murdered Manuel Dorrego in 1829, who was head of government in Buenos Aires, Rosas was elected as governor of Buenos Aires. He had a successful and popular first term but refused to run for a second term even though public support was strong. In 1835, Rosas was offered "la suma del poder" which gave him total power with no oversight and his dictatorial regime began.
As a leader, Rosas portrayed himself as a man of the people, who could relate to the working class of gauchos. Rosas used his man of the people ideal to unify Argentina during his era. Rosas supporters called themselves Rosistas. Rosas also had his portrait be displayed in all churches and public places as a symbol of complete control. Rosas claimed to be a Federalist but really was a centralist and established unity through tyranny. To enforce the dictator's will there arose a secret organization known as the Mazorca, a militia that beat up or even murdered Rosas' opponents. Furthermore Rosas imposed the use of mustaches easily recognizes opponents of his rule.

The domestic politics during his reign were characterized by the ever present struggle between the Rosistas and liberal groups and associations. The best known group is probably the "Asociacion de Mayo" - May Brotherhood. It was a literary group that became politically active and aimed at exposing Rosas' actions. Some of the literature against him includes "The Slaughter House", "El Dogma Socialista", "Amalia" and "Facundo". Meetings which had high attendance at first soon had few members attending out of fear of prosecution. Rosas' opponents during his rule were dissidents, such as José María Paz, Salvador M. del Carril, Juan Bautista Alberdi, Esteban Echeverria, Bartolomé Mitre and Domingo Faustino Sarmiento. Rosas political opponents were exiled to other countries, such as Uruguay and Chile. As militancy rose among liberals and some radicals assassinated secretary of foreign affairs Arana in 1842 Rosas started negotiations with the liberal leader Juan Bautista Alberdi. Rosas agreed on 'Freedom of Press', snap elections and the dissolution of the Mazorca to get the support of the liberals against the royalist. But Rosas death during a battle in the streets of La Paz prevented any further liberalization.

Despite his struggle with his political opponents Rosas improved the education of the people. At the beginning of his term every tenth (12,0%) was able to read, at his death this number nearly doubled (21,8%).
While being a former factory owner himself, Rosas did nothing to improve the nations economy at all. So Argentina remained the same industrial level as its neighbours.
In order to win the many wars under his reign Rosas commissioned three additional infantry- and one cavalrydivision thus doubling his military potential. Furthermore he laid the base for the argentine navy by ordering the frigate "ARA Hercules" and the transports "Pegasus" and "Mercurio".

As a former military leader who had shown his skills during the civil war in 1820 and against native tribes in 1833-35 Rosas reign was focused on territorial expansion by military means. One goal was to regain the renegade provinces of Bolivia, Paraquay and Uruguay to reestablish the borders of the former Viceroyalty of La Plata. In early 1836 Rosas intervened in the Farrapos War on behalf of the piratineans and annexed Uruquay as a consequence. In 1837 the peace of Curitiba was signed, while Piratini got its independence Argentina got the rich province of Miranda. Only a few weeks after the peace deals Rosas entered the 'War of the Bolivian-Peruvian-Confederation' on behalf of Chile. Against Rosas will the war ended without any territoral gains but with the desolution of Bolivia-Peru in 1838. After a short time of peace the Gilden Border Dispute escalated into full fleshed war against Chile the very same year. The Treaty of Concepcion was signed in 1839 and Chile ceded all there rich northern provinces to Argentina. Argentinas new ally Peru drag de Rosas into the next war against Bolivia in 1841. Soon after argentine troops entered Bolivia, Peru made peace with Bolivia and left the argentines alone in the battle against Bolivia. Tryin to gain advantage out of this situation the president of Paraguay Lopez blockaded the Paraguay and Parana Rivers to force the cessation of the Miranda province, argentine riverboats broke through the blockade and war was declared. The early stage of the war is known as "Riverwar", as most hostilities were encounters of argentine and parguayan riverboats.
At Rosas death war was still going on with argentine troops gaining the upperhand. Someone else should receive the profits of his ventures.

It was my intention to give you the score at Rosas death and a short description what he had done (eg. improving literacy). As I wrote the description became longer and longer. I hope that this rather extended history book like entry about Rosas will help some new readers to catch up with the story.
Next "update" will be a similar retrospective of Carlos I. reign.

The reign of King Carlos I.

The spanish pretender Carlos was crowned king of Platinea in early 1843, due to the support of former Rosistas who saw in the king the best opportunity to prevent a liberal takeover. After his coronation in Buenos Aires he made La Plata the new capital of the kingdom which was by then nothing more than the royal palace and a few surrounding buildings. After the end of the "Great Northern War" ("Gran guerra Norteña") major efforts were made to build a prestigous city around the royal palace. But still during the war the king supported industrialisation projects in the Buenos Aires region as well as colonization efforts in Patagonia and Amazonia. After the war ended frictions between the royalists and their liberal counterparts became more and more visible. Without the presence of an outer enemy tensions rose fast.
Carlos I. ordered the 1843 introduced argentine inquisition to hunt down political enemies (so called traitors and insurgents) in order to strengthen his rule. In order to prevent an uprising in the new gained territories or a coup d' etat from the military both the society and the military were reformed and loyal royalists took over many key positions. In 1848 the Royal Railroad Company was founded per decree and connected La Plata and Buenos Aires in the very same year.
In 1848 revoultions broke out all over europe and soon the platinean liberals got more and more support by the platinean people. In autumn it came to minor uprisings of liberals demonstrating for a free press which were soon oppressed by the royal police forces. But in spring of 1849 revolution fully spilled over from europe to Platinea and soon large parts of the country where in open rebellion. After the major cities of Buenos Aires, Montevideo and La Plata had fallen into the hands of the revolutionaries and high ranking military leaders like Gen. Gutierrez and Adm. Brown refused to obey their orders Carlos I. resigned and fled the country. He first went to the Falklands on board a british frigate to seek shelter and then turned to Rio de Janeiro to convince Emperor Pedro II. to invade Platinea and restore his throne. Finally he sailed to spain where was crowned King Carlos V. of Spain after the carlists victory over the isabellinos.

In the interregnum between Rosas death and the kings coronation the brazilian Emperor had taken chance of the absence of a strong platinean leader and joined the war against platinea on behalf of Paraguay and Bolivia. So due to the brazilian intervention the Bolivian War and the Riverwar became the Great Northern War (or the War of the Triple-Alliance as it is known in Brazil). Carlos I. ordered the army to concentrate on Paraguay and Brazil, as Bolivia seemed already beaten. Thus Paraguay could be sattelized by October 1843 after the major victory at Miranda where the platinean army und Gen. Gutierrez wiped out their brazilian counterpart. Gutierrez managed to occupy the brazilian capital Rio de Janeiro with his Gauchos by the end of the year. Bolivia surrendered in February 1844 and was satellized. Brazil ceded their border provinces in the treaty of Sao Paulo which ended the Great Northern War. The chilean rebellion of 1843 was smashed in 1844 and all chilean territory was incorporated into Platinea. In the following years improving relations with Brazil was the main objective of platinean foreign politics. An endeavour that mainly succeeded due to the marriage of Prince Juan and Princess Januaria. In the same time the relations with Spain deteriorated. As carlist supports rose in northern Spain in 1847 Carlos I. send the Foreign Legion to their support and one year later Gutierrez and his Gauchos. The Second Carlist War ended victorious in the summer of 1849 when carlist troops conquered Madrid.

Due to the colonization efforts and territorial gains the size and population of Platinea was nearly doubled in Carlos I. reign. And while first steps towards industrialisation were made the education of the argentinean people was enhanced.

Carlos I. strengthend the platinean army by founding the Royal Guards to act as his bodyguard and by commissioning the 20,000 men strong Foreign Legion. The latter one came to fame and glory during the vicious fighting in the Second Carlist War. The Royal Platinean Navy saw major improvement too by the commission of three new frigates. During Carlos reign the naval tradition of Platinea was founded by the victory at Guanabara Bay against the brazilian navy and cemented by the victories over the spanish fleet at Tourinan and Celia.

Great Northern War is "Gran Guerra del Norte", "Gran guerra Norteña" or "Gran Guerra Septentrional". Guerra Grande del Norte means "Big War of the North" or "Big Northern War". ;)

robou: As the carlists won the Second Carlist War and Prince Carlos is already general vicar of Spain we shall see former king Carlos I. to be crowned Carlos V. of Spain in the near future. Only time will tell how the relationship between the princes evolve. I don't have a clue yet.

After the announcement that a convention would be held to decide over the nations future form of government elections and assemblies were held in many cities, towns and even villages all over the country to choose delegates for the upcoming Constitutional Congress. In the end over three hundred delegates from all corners of the empire assembled at Rosario representing the whole variety of platinean society. They came from urban as well as rural areas, from the periphery like Catamarca or from the center Buenos Aires itself. They were lawyers, famers, entrepreneurs and litterateurs.

The Constitutional Congress started on September 14th with high hopes for a fast solution of the national crisis through a liberal constitution. In the first place it seemed as these hopes could be fullfilled quite easily. In the first weeks the delegates managed to agree on a whole bunch of major topics like civil rights, the judiciary as an independent branch of government, a supreme court and a strong parliament. But as september died into october all discussions, debates and backroom negotiations came to a standstill. It wasn't that the factions weren't talking with each other in fact they were constantly shouting. Positions became hardened and both conservatives and liberals were toughing it out.
While the conservatives insisted that a monarch should still be the head of state the liberals were preferring a president. And as the liberals were supporting the proposition of universal suffrage the conservatives were in sharp opposition to it. The third hotly debated topic was the question about the layout of parliament. At this point the cleavage between supporters of an unicammeral and a bicammeral parliament was going through both factions.
During this stalemate the factions began to reassemble and what should become the nations future parties was taking their first steps. The conservative faction was united under the banner of the Federalistas. The "Casino Society", the "Union for Liberty and Justice" and the "Libertines" united and formed the "Union Liberal" which encompassed nearly the whole liberal faction. Only the "Movimento Progresivo" denied to become part of the liberal union and became a depository for radical liberals instead.

As october slowly faded into november conciliation was a distant prospect. During the first days of november José de San Martin arrived in Rosario due to pricely orders to negotiate between the two factions. For a dozen days he was sitting in several backrooms to get a better picture of the situation and loking for ooportunities of conciliation. A supporter of constitutional monarchy himself San Martin convinced the liberal leaders to give up their support for a president. With this accomodation as a bargaining chip he offered the conservatives a deal. The liberal support for a constitutional monarchy if the conservatives would support universal suffrage. Despite initial opposition among the "Federalistas" negotiations were successfull and the deal could be closed.
Conciliation about the nature of parliament wasn't so easy to achieve as the conservatives wanted a dominant second chamber and the liberals wanted no second chamber at all. One constitution after the other was designed, discussed, modified, debated and rejected. By mid-november news reached the delegates that King Carlos I. had arrived at Rio de Janeiro and rumors said he was seeking support at the brazilian court for a military campaign to regain his throne. These news lead to rash activity as the delegates feared that brazilian troops could be already on their way to Rosario to smack the revolution. Within a single day a new constitutional design was drawn and admitted. The factions agreed upon a bicammeral parliament with a predominant first chamber.

The signing of the constitution by all delegates and the 'king-elect'[1] that followed was a mere formal act. Only the preamble was changed due to the kings wish to codify the royal duties as keeper of liberty and freedom and protector of the platinean people.

King-elect Juan I. assigned José de San Martin with the task to build a provisional government and to serve as Prime Minister till a new government could be elected in june. San Martin accepted his new task and chose prominent politicians from the "Union Liberal" as well as from the "Partido Federalista" to keep his cabinet balanced and the country in order till the people would decide who will govern Platinea. Juan Bautista Alberdi, head of the liberals, became secretary of domestic affairs and instantly began with the partly dissolution of the order of Jesu. Miguel Torres, head of the conservatives, became secretary of foreign affairs.
Various notable members of government: Secretary of justice - Emilio Estevez; Secretary of education - Faustino Sarmiento; Secretary of the treasury - Santiago Derqui; Secretary of commerce - Bartolomé Mitre.
