Will there be a way to liberate slave pops of your culture-group held by foreign countries? I imagine that I'll probably end up in plenty of situations where another country has pops of my culture-group working as slaves, possibly all across their empire.

It would be nice that if I wasn't able to completely conquer each and every city where one my pops resides there would be another option to transport them to your country, either your capital or a province that is nearest to their current location and turn them into Freedmen.

It could be done through a diplomatic option, an extra option while sueing for peace and/or through a military action while one of your armies is on a enemy city occupied by you holding 1 or more slave pops of your culture group.

Basically imagine being Mithridates VI and ass-whooping the Romans so hard you not only be able to conquer back Greece but also have enough warscore to ask back the Greek slaves that Rome took back to Italy after the Achaean/Macedonian wars.

It should probably give the current ruler(or commander if done through a military action) some extra popularity with it too.

Hmmm Im not sure the slaves pops you get are of the conquered city's culture or whatever other culture they were. I think they are generated, in same numbers, but newly generated. @Denkt will know for sure :p But if they are actually "flagged" and they are the same pops, yes, it would be reeaaally cool if you had that option. Say, as Rome, Carthague conquers a very populated sicilian or southern italian city, or several, taking loads of pops from you, hurting manpower and income. It would be cool if you could liberate them when you "delenda" Carthague :p

Pops don't change culture or religion when the city they reside in gets conquered, only their pop type and I believe a portion of them will be transported to the conqueror's capital too. Especially because of that last part an option like this should be available, else there will be no way to recover your lost people even if you recover your lost provinces unless you conquer their capital too.

How would liberating pops in your own realm go? For example the occasion of Persians letting the Jews free.
Maybe the pops which are set free should have a habit of migrating into realms they're used to live in.

Maybe the pops which are set free should have a habit of migrating into realms they're used to live in.
That's a bit different from what I'm suggesting. Basically that would entail promoting your jewish pops to freemen and moving them to the Judean provinces you own as 450 BC Persia, which is already possible. Outside of events, pops don't really move on their own and to have them move on their own a bit more dynamically would require a whole new set of mechanics though it is really needed with this type of game.

What you suggested could maybe be done through like a new Create Vassal button that has an extra togglable 'Liberate *primary culture* Pops' option which would grant a bonus to Opinion for you empire and the newly released vassal and causes the pops whose primary culture matches that of the newly released country to move to it.

Either way such features and mechanics would need alot of refining and balancing to prevent weird scenario's, such as for example preventing the player from having any control of his popul releasing a country which is just 1 desert city with no food at all, transporting a 100 pops into it and then having all those pops die.

In EU: Rome pops would demote if the province don't have the same culture as the conqueror with more demotions if the province don't belong to your culture group. Conquering a province that belong to your culture would see no demotions but no promotions either.

From what I have seen slaves can be of your culture so if you play as Rome you can have Roman slaves. As far as I know you can only promote pops by spending points or running the social mobility policy, the policy will try to promote and demote pops so that each pop type have 33% of the population. Probably events and other things can also promote pops.

When a city is sieged down, an event may (or will happen) which allow you to do different levels of plunder but only if your ruler is in charge of the army, otherwise the general in charge will get the event. This event allow you to turn population into slaves. Also when you annex a city in a peace treaty a portion (or all) of the population will demote. Demotion may like in EU: Rome be tied to culture, so if Rome annex a city, Roman pops living in that city may not be demoted while pops of other cultures may be. However as far as I know, you can not conquer a city to get pops promoted.
