Liberating nations with no leaders

I have conquered the Balkans and ''liberated'' Croatia. now i can create Serbia but thereare no leaders when i do it, the leader pics are all blank and no names. Will Serbia function without leaders or is it better do divide it between Croatia and Bulgaria. thank you.

You can still use them to defend as there are no leaders needed. However for attacks they become most utterly useless.

Note that when you release a annexed nation they dont have leaders. You can avaoid that by save and reload between annexing and re-releasing.
