I probably just don't understand the mechanics properly so it could very well be said for releasing them in all scenarios.

But for instance in my 1942 game I annexed Egypt, then later I wanted to release them. But they never appear in the liberate nation tag. Neither does Arabia, which I'm sure(95%) I saw when I started from 1933. Iraq and Iran won't show either. They start annexed and under British rule at the start of the 1942 scenario.

How exactly does this mechanic work?

My god nevermind it just occurred to me, perhaps it was the claimed provinces that made me unable to release and yes indeed! *facepalm*

I'll just leave it up in case anyone else has a "moment".

You answered it yourself. By the way, some countries can only release specific countries; N. Germany can only release certain puppets, like Byelorussia.
