Liberating Countries

Why am I unable to use the liberate wargoal ever? It is never valid...

You need to have an interest in the area of the country you're trying to liberate.

That and the country you are targeting must be able to release the country diplomatically as well. If they do not control the capital state or sufficient number of states, it won't be valid either.

It also cannot be the goal that starts the diplo-play, if that hasn't changed.

And then you need to occupy the area of the country you want to liberate or the enemy’s capital state.
