I'm wondering if the entire USSR is annexed would it possible via some modification to create the modern day Russian Federation (with light blue colour) and at the same time have former Soviet Republics liberated?

I'm thinking this could be an event with those options that you get when say...the majority of the USSR has been captured but I really have no clue how to create my own event. This is more of a question-suggestion... :)

it is possible.

Country colour is found in DB\country.csv (change your country tag colour - I would use RUS, to LightBlue)

Ask politely in the graphics request thread for Russian Federation shield, counter and flag (if you don't have it already) and replace with RUS ones.

The event will fire if SOV (soviet union) does not exist and the country getting the event holds certain important Russian territory. The event commands will include a 'independence' command for Russia. You will also need a command to 'break puppet' (so the country releasing Russia does not have them as a puppet).

Then you need an event for Russia that will release those republics (here you will probably use the user tags (Uxx) for these countries, and you will need to make/ask for graphics, techs, leaders and ministers.) this event will contain 'independence' commands to release them. Note: You will need to include these republic provinces in the revolt.txt entry for RUS (Russia) so that they will go to Russia when they are initially released.

Hope this helps. Doing what you ask isn't impossible but will be a tad complex. You should be able to do it, after a tweak here and there. Look at HoI2 wiki and the event_commands.txt in your docs folder for a detailed look at modding.
