Liberals vanished

I play Argentina in VIP:R 0.1 and in the beginning I had several revolts of liberal origin but then I turned from a conservative presidential dictatorship into a revanchist absolute monarchy and now I have no more liberals around. Before the change were roughly 30% liberal now it's only about 1%. And even when I'm turning half the country into liberals they become conservative/revanchist on the first of the next month.
So why? I think its really weird.

If they have low CON they turn into government ideology (atleast in prol. dict. and react. monarchy), that's how I've understood the mechanic. I guess it doesn't work in conservative pres. dict.

That wasn't the case. I taxed all POPs 100% for over 2 years but had only 10% liberals afterwards.
