I think it's random based on when it starts. I've had the liberal revolution end in weeks.

Create a free press in Russia and that will decrease the chances of the event firing (enough for me to avoid it...)
IIRC, the criteria for avoiding the revolution changes with the version of the game. I think it's more difficult to avoid it in Revolutions and VIP.
