IIRC anarcho-liberals are mostly liberals with high militancy. So liberals with high militancy don't increase when LR fires (because they are anarcho-liberals), and if you manage to get liberal militancy down before LR ends, they you get no further reduction (because only the high militancy anarcho-liberals go down in militancy.

One question, why does a constitution monarchy with full suffrage, free press, all parties allowed (so no right to ban), and all trade unions get the event? I can hardly imagine liberal pops of 1845-1910 feeling that this was anything to get worked up about! If you exercise power to appoint government, that is permanent +1 militancy.

Well actually it is a bit more complicated than that in the 5 years prior to the Liberial revolution temperatures dropped by an average 1/2 degree across Europe leading to poor harvests that pushed up prices of food. This was the thing that primarly fed the discontent across Europe culmanting in the revolutationary year of 1848 where a mjority of the governments were forced to offer consitutions to the population, or in the case of France who did have a consitution the government feel anyway.

However since we have no way to simulate average temperature so we fall back on this.
