This has to be one of the oldest bugs still in the game (well I sure as hell think it's a bug): while playing as a merchant republic, on succession the levies in all your city holdings disappear.
I just had a multiplayer game implode as a result of this, while managing an empire-level republic I died and won the election with a decent new character taking over. All the troops in my sizeable demense magically disappear and as my retinues aren't that large, factions go crazy. Less than a year later I am overthrown and playing a random old landed member of my family...
This is not new and has been around for at least the last year so I am left to wonder: is this some really crude piece of game design/balance? Some way of de-stablising the uber predictable and controllable succession of republics?
