I do not know, why I would worse my relation with certain country? And thay write it can increase my diplomatic skill.

I think theoretically you send these to countries you´re trying to goad into declaring war on you, but that almost never works, so warnings are pretty pointless in EU1 (in EU2 however....)

If playing Austria, you want to have bad relations with every 1) Catholic 2) non-elector country which 3) has decent relations with the other electors of the HRE. Meh, forget the warning. Claim their throne, and when they don't give it to you, annex them. Simple and effective.

Ah yes, there were three insult options I think, but there was no point with any of them..
In EU2 you can save on BB by claiming throne and you can save on stab (rarely) by doing insults so there is somewhat more of a point with the options available.
