Without wind there is not much problems with pollution. Just stick it far enough and you are done. It would be great if there was at least a static one (dynamic would probably be too complicated due to many reasons) indicating prevalent wind direction.
I am not sure whether currently hills/mountains do block it from spreading, or at least reduce it but if not that would be a great idea too. I am about to experiment a bit and see how exactly does pollution behave, whether having more buildings in an area makes it spread farther, but I believe this is not the case. This should work a bit like the water, 10 buildings each having a small "stream" of pollution, when joined they travel farther.

It would be pretty cool if those especially dirty areas developed sort of smoggy look too, so that you would see it in the air just as you do on the ground. It could even persist for some time after you remove those polluting buildings/industry so that it is not as easy to fix.
