Of course there is a thing as cheating. Such as the F12 commands for example. Though I agree that exploiting is not cheating, but just makes the game dull.

One rule that I play by in single player is no sending monthly income to the treasury unless all tech research is done. That's mostly in protest of the ridiculous inflation system, but I do save/load a lot to make up for it.
