Well, we have espionage in the game and can thusly interract with resistance, but how about having a way to influence other countries' policies/focus trees? Especially for vassals and probably for members of a faction that the player leads, I would suggest:
1. Spending various amounts of pp (25 / 50 /75 depending on the dependency level) to have a puppet enact a certain policy,
2. Spending 100pp to have an independent faction member enact a certain policy,
3. Spending double the amount to have the appropriate country pick a certain focus.

I understand that this could become a Lernea Hydra of sorts, in that it creates more problems than it solves, still... what are your thoughts?

There's the perpetual issue of giving players options in single-player while not letting one player completely take over another just by pressing a button in multi-player, but more than that I don't think this works with focus trees at all. Focus trees have a couple of important decision points, and then you're locked into that path. If Germany picks Rhineland first, there's not much you can do to influence him politically other than a coup to spawn a new Germany who didn't pick that. This solution gives you extremely limited windows . & what do you mean by policy? Like trade/economic law?

I like the intention to have more diplomacy in principle, but I think this idea would require big changes to fundamental HOI4 mechanics that I don't see happening.

That is a valid point and one I did not think of tbh. Given that Ispend all my time in Single Player mode, implications on the MP mode never crossed my mind...

As far as policies are concerned I was thinking of "how to use available mils and civs", "which trade law to implement", what decisions to enact. At the foci front maybe this type of intervention could/should be restricted to puppets only...
