I have had the same happen and I do think they should seal off the oldwalls in Lethians Crossing before deciding to go to the Crossing. I guess it might be an oversight or simply on purpose to avoid you not being able to claim the Spire if you decided not to do the Story line in the Crossing.

As to the actual Oldwalls some rooms can't be unlocked because some keys are found in another oldwall further along the way when you claim the Ocean Spire. Some Keystones found at Lethian's Crossing are not found in the other Oldwalls either. So in some cases you might need to revisit the old walls in different parts of the Tiers

So, if you like me having the completely questless version of Lethian's Crossing, is there any way to get in that door? Get a keystone there for the other oldwall?

Just continue with the story and you will get the quest eventually.

Basically you do the first major questline for either Disfavoured / Chorus / Rebels and then you get to chose which region to sort out next. Choose Lethians Crossing and the questline will start up allowing you to get past the door.

Finished the game. Never got any quests in the town, and the door remains sealed.

I've the same problem here, I sided with the Disfavored, and I planned to go to Lethian Crossing after going to the Buring Library, but then Graven Ashe sent my character to fight the Chorus.
I went to Lethian Crossing after completing the Library storyline, but the quest wasn't triggered.
It's possible to do Lethian Crossing quest and then also the Library?

In Act 2 you can basically do either : -

1ST FACTION QUEST + BURNING LIBRARY/LETHIANS CROSSING/STONE SEA
After these 2 major quests, whoever you are allied with will send you to deal with the opposing faction.

So basically the game locks you out of certain questlines as it forcibly moves the story forward.

Already posted this in another thread, but I realize this thread is actually most appropriate.
I am having the same frustrating issue, I'm with the disfavored. The Lethian crossing was open early on, i went there but there are no missions.
Inside the spire only 2 charcoal drawings. What I would like to know is if this is a bug or not. will I get this third drawing or the appropriate mission down the line?
I am now deep into the disfavored quest line, finished the burning library, and all the other related things.
As I went back to Ashe, and asked him what is next, he says: there is the Lethian Crossing and The burning Library.
As if to offer a choice between the two quests.
The only reply option I had is, "I already finished the burning library".

See Here: http://prntscr.com/da2lx9 next Here: http://prntscr.com/da2myv

At that point ashe moves on from both and offers the next quest at Jagged Saw Mine.
No more mention of Lethian Crossing at all!
Because of this, it seems to be a bug.

Will it eventually happen? Cause it is looking like a bad bug to me, and I do not want to miss unlocking sunset spire. Should I force my way up by finding the drawing online? (I'd rather not).

This would also make me miss 2 achievements.

I am sorry to say, this is not a bug.

If you do not opt to finish the first Disfavoured quest (rescuing Amelia - fighting the Unbroken, etc) and THEN return to Ashe so he can give you a choice between the Burning Library and the Crossing then the Crossing Spire (Sunset Spire) is locked to you as the only way to get the 3rd drawing and explore the Oldwalls in the Crossing is by accepting the quest to meet the master of the Forge-bound in Lethians Crossing and return the Magebane Helm.

I was just lucky I guess in my playthrough that I'd already been to Lethians Crossing, found no quest progress so did the Disfavoured storyline then when presented with choice, opted to go to the Crossing as I'd already been there.

EDIT :- Without spoiling anything for you, I can confirm that if you do just guess the remainder of the drawing (it's actually possible to work it out from just 2 rubbings) you wont have skipped any quests or anything - claiming the Spire is unrelated to the Lethians Crossing quests EXCEPT that they allow you to access the 3rd rubbing, and that's it.

Thanks for the reply. Sure I figured I could, but I would've preferred to do it naturally. I also didnt want to miss on the Bane achievement.
I guess I'll replay some of my older saves once im done to unlock that/
Shame about this, but not a huge deal anyway, apart form these minor set backs I think this is one of the best RPGs I have played in a long time and I've played them all.
Loving every second. I'm half way thru at 35hours and I'm already hoping for expansions and a sequel. My GOTY hands down.

My total run came in at about 35 hours going through everything that I could, guess I'm just a fast reader, lol.

I enjoyed the game and will replay it as a rebel sympathiser just to see the differences but it's a far cry from my GOTY. Which is sad because when Pillars of Eternity came out I was completely enchanted, and still am by that game. That for me was GOTY material. But in a year that has seen the release of X-COM 2, Overwatch, Dishonoured 2, Deus Ex, DOOM, etc...I just think there are better candidates out there at the moment :p

Closest comparison I can draw is that PoE = Baldur's Gate and Tyranny = Icewind Dale.

That's unfair. Icewind Dale never tried to be narratively compelling, and was always a dungeon crawler. Meanwhile, Tyranny is clearly intended to be a game driven by it's narrative and the narrative options offered. Icewind Dale does what it does well. The same cannot be said of Tyranny. Tyranny falls flat on what should be it's main selling point and focus.

Now, I don't think that PoE is as great as Baldur's Gate or Fallout, but if I were to make a comparison, I'd be more inclined to say that PoE = Fallout, and Tyranny = Fallout 3. I almost said Fallout: Tactics, but that'd just be the Icewind Dale argument all over again, because at least Fallout: Tactics achieved what it set out to do, and it's main selling point wasn't as a deep and personal CRPG in the same way FO1/2 was.

You make a fair point, perhaps you are right.

But I contest that PoE wasn't as good as Baldur's Gate. I've finished BG2 maybe 11 times over the years, and in my opinion PoE is every bit it's equal, and in some ways even better (although the companions in BG2 were more...lively...on the whole).

i did a fun experiment, in conquest mode i saved lethian from the bane, when later going there i asked around and noone had any bane trouble (my 2nd play scarlet)
in my 1st play as disfavored the bronze buggers attacked lethian for the helm, and i could play out that narrative (was still locked out of library tho)

could the fact that the bane werent a problem be somehow causing the brotherhood to not attack the crossing and thus pushing us out of the narrative?

Yeah I hear you, well I would say I read at an average pace, but I really consume every little detail, I will look for lore for any text anywhere and enjoy reading every bit, sometimes going back to remember who said what, or to remember the history and events past etc, I read each weapon description thoroughly that kind of thing. stuff most poeple wont even notice.
and I play at a slow enjoyable pace Im not trying to finish it fast, cause its too good.
In any case 30ish hours is perfect i think, more than enough for a game imo. anything in the 50s and above I try not to play since i probably wont make it all the way, with very few exceptions. I dont have that luxury, and fatigue sets in.
I personally didnt get into pillars much I keep going back to it but I cant love it no idea why. It's a mix of many things, from superficial like animation and graphics to gameplay and others.
I want to like it but so far havent progressed much.
I am a big fan of bioware and dragon age, and Tyranny reminds me of that a bit, but is even deeper in terms of gameplay and lor and has a better story.
As for the rest I've played them all and quite a few more. I liked Deux Ex but I didnt think it was amazing. The rest of them not even close for me. Dishonored 2 could be a candidate for me, but my playthru got interrupted by tyranny ill get back to it after I finish this.

More or less the same problem here.
Steps:
1) Akt I: Sided with Disfavoured
2) Akt II: Spires are cool --> go to the "new" Spire first
3) Attack the merc´s at the Bridge
4) Arrives in Lethian´s Crossing --> Attack all the Enemys (SC[?])
5) Speak with everyone. Including the mayor --> Questlock Updated
6) Nobody else responded
7) Go in the Lethian Spire --> Solved the Puzzel with 2 clues --> Questlock Update
8) Proceed with the DF Questline --> when Graven asked where to go next I decided to go to the Burning Library ( Lethians was an Option, but never mantioned afterwards.)
Is it possible to go to both places and i massed up ? Or is only one or the other possible ?

--> So all the Quest in Lethian´s Crossing never triggerd.

This is exactly what happened to me as well

To me, it looks like that Lethian Spire is given as freebee for Disfavored, regardless if they do to Lethian in Act 2 or go to Burning Library.

Note that going to Lethian in Act 2 for DF will trigger Mageband questline, as expected.

SPOILERS!

So I went to Lethian's Crossing right after my first chat with Tunon, since he suggested I start there to look for evidence. I figured going to Cacophony would move the main quest right along, and I wanted to grab my first upgradable spire ASAP. Do a few side quests, blah blah. The mayor says he has a problem with Bane in the Old Walls, and he sealed part of them up to prevent them getting out.

So I go in the Old Walls, and...no Bane. I see the sealed door that they're supposed to be behind, but of course I can't open it. How am I supposed to solve his problem if I can't get to them? I also assume the final charcoal rubbing for the seal is behind this door.

I was able to solve the seal without the last tracing, but after you gain the spire the quest is marked completed. Am I completely missing something?

The thing is that you have 2 reasons to go Lethian's Crossing at this point. Firstly, Tunon sends you to investigate how iron weapons ended up in the hands of Vendrien's Guard, which you can do easily. Secondly, there's a Spire. Eldian provides the information on how to reach the Spire, but doesn't give you mission to deal with the Bane, so there's no Bane-related tasks and you have no interest in breaking Kyros' law and going to "explore" the Oldwalls , so you can't ask him to hand you the keystone.
For Disfavored route only. Zdenya and the Magebane helmet aren't in Lethian's Crossing, thus Raetommon doesn't attack the settlement yet.
