Let us change culture in a province to one of the neighbouring ones.

As said in the title. Such a mechanic would allow us to expand non-accepted cultures until they become accepted. It would also let us play around with ethnicities, no longer would France changing culture in Labourd make the province Francien, it could become Gascon - just like all the neighbouring French provinces!

Changing culture to other than your main would also be cheaper, for example:
  • accepted culture: -10% culture conversion cost
  • same culture group: -15% culture conversion cost
  • non-accepted culture: -20% culture conversion cost
As you can see, this idea has both strategic and aesthetic purposes, I'd be very happy to see this implemented. :)
