I'm in the middle of building a pretty big one. Lots of cruisers and dreadnoughts are under construction. But few have been finished yet.

ps Well I've managed to preserve mabye just under half of Africa's factories. If I load up as Africa at the start and spam build factories then they should do alright.

They are still going to have around 1 million unemployed. :(

But I cannot be certain that you lot will elect a pro-independence faction anyway.
Have you given them cores on all of Africa? I'd like to see them start unification wars with the African minors and then taking on the colonial powers, possibly sparking another world war.

What faction would be pro-independence? I doubt it would be the MLs, and if the population is 55% German, why would the National Communists go for it? I guess that Democratic Anarchists could go for it, but that still seems kind of wierd.

I think Africa should be independent, not because of nationalism, but VSVR must prosper on it’s own without exploiting colonial territories, this would be example of de-colonization that could hit British Empire very strongly.

I know in game Africa is 55% German but for the sake of the story I'm going to ignore the game's claims in this respect. Lets just say that 55% of Africa is German speaking rather than populated by Germans from Hannover or whatever.

M-Ls think that Africa still needs to develop and DAs are with them on that. Both are also afraid that this is fueled by nationalism and racism.

It is also the number 7 power in the world upon release. When it gets its unemployed in work it shall be competing with the likes of the SU, France and the USA.

Why couldn't a black African assimilate into German, just like black Africans assimilated in the USA? Sure, some of them might be immigrants from Europe as well. As you put it, we should just interpret that in-game culture as an amalgameted african/german culture within the African portion of the VSVR.

The election will be up today BTW. Big issues include Africa (obviously), economic policy (as always) and foriegn policy (some things never change).

Due to the new election rules there will only be 3 candidates. :eek:

Since all of them are so different it should avoid vote switching, I hope.

I would think it wouldn't have to go that far. The smaller factions will still exist on the Assembly level (I assume), so probably a coalition of one of the main blocs, if neccessary support from a minor member of another bloc. Although a ML-DA coalition would kind of be my dream government so I hope you're right. :p

There must be qualified school education and a lot of professional schools.

The way I see it University education would indeed be free. However it would only be open to the most elite intellectually. So basically we're still talking about a reasnably small portion of the population going on the higher education but it is entirely based on results.

Universal university education isn't really going to fly in a society in which most people still either work in factories, mines or fields.

As for the minor factions: We have 3 smaller factions that aren't running for Chairmanship.

The Election of 1910

The Election of 1910 would be the first to be competed under the new rules of the constitution that asserted that a candidate must receive the backing of at least 25 members of the Assembly. That meant Trotsky of the Marxists, Drexler of the National Communists and Emma Goldman of the Democratic Anarchists (but backed by the entire Democratic Bloc) would be competing in a three way race for the Chairmanship.

The following factions would not be competing for the Chairmanship but would be involved in the race for the Assembly:

Anarcho-Kadonists – Unable to compete effectively on their own the radical Anarchists back Goldman above both Drexler and Trotsky.
Free Marxists – essentially the anti-Trotsky portion of the former Luxemburgist faction, now the main proponent of Councilism. They back Goldman.
Plekhanovites – a small Plekhanovite following had started to grow in the past decade and now felt confident enough to make a play for the Assembly. They refuse to back any candidate for the Chairmanship.



Marxists

The 5 years of troika had left Trotsky frustrated and embittered. He had been unable to secure the last social reforms he wanted and the VSVR had not been active in supporting the formation of revolutionary organisations in the Americas and Britain. After the conclusion of the troika he had been amongst the first to say ‘’never again’’. The toothless government of the troika simply did not suite the bold Marxist movement. However if his strength in government had suffered he had been successful in further centralising the Marxist movement and smoothing over the differences with the newly arrived Luxemburgists under Liebknecht. Trotsky was now determined to become the first Chairman to serve three terms.

Position within Party: Far Left

Economic Policy:

Comrades of the People’s Party, the recent and unprecedented economic boom that has been underway since the end of the Great War is as a direct result of the economic policies of the Marxist faction. The Right may bleat about the successes of decentralised economics but it is clear that it is the Soviet system, guided but not totally dominated by the state that is the reason for this success. The Marxist state provided the direction and the funding that has created the wonderful new modern industries that enrich the lives of both ourselves and the entire socialist world, the industries that are more productive than any others.

The Soviet system is a marvellous one, only when it has the state present to guide it. So long as the state provides the broad guidance the workers and farmers on the ground in the Soviets may managed their local economies as they wish.

One cannot argue with the results of our system. Industry is growing at an incredible rate and the entire landscape of the Republic is changing for the better.

Reform Policy:

Two social reforms.

We need to introduce the last safety legislation and provide a final push to the funding of the health service. It is the primary duty of the Republic to protect its people first and foremost.

Talk of African independence has entered the political debate in this election and we feel that we must address these concerns. Some of our more flamboyant opponents have accused the VSVR of colonial exploitation. These claims are downright slanderous! From the first arrival of the VSVR in Africa it has been our mission to develop the lands there, enrich the people of the continent and prevent true colonial powers from conquering them. So far we have secured freedom for 90 million people, we have brought great levels of education to the people of the continent and we have created functioning industrial societies in the West. Today West Africa may well be ready for independence – we never once claimed that we wished to forever retain Africa – but what of the rest. The majority socialist Africa remains undeveloped and tribal. The great levels of investment provided by the European VSVR are vital to developing these regions, West Africa may now be strong enough to support itself but it cannot support the rest of the continent. If we leave now we risk never seeing the peoples of the Congo, Sahel, Great Lakes, Zambia and Zimbabwe ever achieving the feats of development that our Comrades in West Africa have achieved.

Worse still we are worried by the overtones of the Pan-African movement. The one thing that currently unites the Pan-African workers of West Africa is their feelings that the white European migrant workers receive beneficial treatment over African workers; these claims are in themselves unfounded. We fear that if the VSVR government withdraws now that unifying force shall be broken and after conflict with the European minority (10-20% of the entire VSVR territory and 20-30% in the West) the previously united Pan-Africans may fall into tribal conflicts. Tribalism is a problem that has not been stamped out in Africa and tribes continue to do open battle in the undeveloped Eastern regions whilst in the West workers still tend to group together on tribal lines. Political development is just as important as economic and we must deal with the troubles of Tribalism.

We also propose that more powers are granted to the Grand Council of the Comintern. The Grand Council shall henceforth be given the responsibility to open up the borders of the Comintern states. If we are to create a World Republic then we must first break down barriers between states. The Grand Council shall begin the process of ending tariffs between Comintern members, making the total free movement of persons and goods between states possible, ensuring that minimum, Comintern wide, standards are created for the treatment of proletarians in the factories and the fields and to ensure international unity. The road to the World Republic is a long one. It shall only be longer if we do not make our first steps now.

Long Live The International Revolution!

Foreign Policy:

Foreign policy above all else was an area in which the impotence of the troika was made clear for all to see. Why is it that our Comrades in the CSR were facing the Central American armies directly in Palestine whilst the VSVR did not intervene? Who bears responsibility for the continued subjugation of Egyptians and Levantine Arabs alike? The troika! The Old Right was too afraid and the New Right to busy in its politicking to think of these peoples. All peoples of the world deserve their freedom.

Yet more worrying was our failure to support the emergence of friendly and revolutionary bodies in Britain and America. In the US most of our supporters now rot in jail whilst in Britain they are left without direction and many are still attached to the Labour Party – a body that is openly an enemy of the International. In Mexico and the USCA the peasantry rise up but cannot look to the International for the ultimate body of liberation is disinterested in their plight.

We must support the peasant rebellions and this Zapata. We must support the creation of genuinely revolutionary bodies in Britain and America. To hell with the blustering governments of Westminster and Capital Hill! Anyone who oppresses the workers of the world is an enemy of the International. We shall not seek conflict but neither shall we shirk it if conflict comes to us. It is the duty of the Republic to complete the International Revolution. At some stage we must confront our enemies, let us ensure that the common men and women of these states fight under the Red Banner and not the White.

We shall free the human race!

National Communists

Since 1905 Drexler had played the role of the reasonable figure standing outside of the traditional political bickering, a man willing to solve conflicts whilst Marxists and Anarchists create them. At the same time the National Communist policies seemed to become more moderate on the divisive issue of nationalism whilst at the same time the once highly vocal portion of the faction that caused much concern had been quietened. The result was a ballooning in popularity for the National Communists. It seems that Drexler’s faction may well be strong enough to compete with the Marxists for the position of the largest faction in the Assembly.

Position within Party: New Right

Economic Policies:

The reinstitution of the Trade Unions has proven popular as they have granted the workers a voice in a way that the Soviets never could. Whilst the Old Right might want the proletariat to think the boom is due solely to the Soviets and the Left that it is due to the state both ignore the role of the new Trade Unions. Whilst granted little power the Unions have better connected the Republic’s industries on a national basis whilst they have been amongst the most powerful in voicing calls for modernisation at every step. Imagine the difference they could make if given more organisational power over the economy.

Under the Soviets the economy does have a human touch but is based on regionalism and lacks efficiency and the ability to modernise effectively. Under the Marxist state the economy has no human touch and is dominated by the Marxist bureaucracy (which has been growing in size). Let us allow the workers control over the means of production through Unions whilst at the same time allowing them to operate on a nationwide scale.

The new political power Union organisation provides workers have already been made clear. The workers of Africa have tired of Marxist domination and demand their freedom. Before an isolated strike by workers in some industrial port town would have simply petered out and the demands of the people would have been forgotten. Now the African proletariat has made its voice heard and it is calling out for freedom and equality. This was only possible through Union organisation.

United the workers are unstoppable! What better check on the workers’ state than the workers themselves?

Reform Policy:

Africa, Africa, Africa.

The General Strike in West Africa brought the movement for African independence to the national conscious and the African liberation movements have clearly aligned behind the National Communists. We are the only faction to promise them freedom.

What difference is there between the Marxist colonial who use African industry to prop up our own industrial failings and the Portuguese who use slave labour to extract Africa’s resources? What difference is there between the Marxist building a rail line deep into the Congo so he can force the locals to extract rubber to fuel our new industries in Europe and the British building rail lines into South Africa so they can gain better access to Africa’s mineral resources. Socialist imperialism is imperialism all the same. End the madness now!

Immediate African independence.

In the past our calls for total independence of certain regions within the European portion of the Republic were perhaps rather foolhardy and have become increasingly less relevant. In a world in which Polish workers travel freely to all parts of the Republic, in which Germans work on Polish farms and Czech factories it is simply impossible to divide the nations of the Republic based on territory. But we are different peoples. If we are not then why does the Pole have his own language and customs which differ from the Fleming? Why is Czech culture not exactly the same to German? The answer is simple, Comrades, we are not the same. This does not mean that we are not equal; it simply means that we have different cultures. We propose that the Minorities Secretariat be renamed to the Commissariat of Culture and that it be massively expanded. The new Commissariat shall be responsible for protecting German, Walloon, Flemish, Czech, Slovene, Polish, Russian, Lithuanians and whatever other cultural groups exist within the Empire. We do not want to exert German culture upon Poles or force the Germans in Wallonia to speak French, we merely want the Republic to recognise that these different cultures exist and for it to celebrate them. Let it be made clear that we are all different but all equal. Nationalism is a part of the revolution; it is not an enemy but a friend.

We remain committed to creating the homeland that the Jewish people desire. However it can only be created when it is diplomatically expedient.

Foreign Policy:

We believe that an important part of our duty within the Comintern is to force our fellow members to slowly give up their quasi-colonial holdings just as we return Africa to the Africans. The islands under Danish, Dutch and French rule in the Caribbean are to be united with the Cuban Republic. The CSR is to give up its holdings in India to the Indian Republic. In the future the other Comintern territories in Africa should be absorbed into the new Republic, but the time is not yet arrived.

Elsewhere we believe that African unity should be encouraged. Africa is to be a powerful ally to the VSVR, if we encourage its absorption of lands such as Sokoto, Madagascar and perhaps even Egypt we can create a socialist superpower. In the future the armies of Africa shall be on the frontline of the war against the Imperialists as Angola, Mozambique, South Africa, Somaliland and British West Africa are freed.

Our foreign policy should thus focus upon African liberation. If we strengthen Africa now thousands of German lives can be spared in the future.

We must, however, do our best to shirk battle with the Imperialist powers. We are not yet ready to fight another Great War.

Democratic Anarchists

Prospective Chairman: Emma Goldman

The leaders of the shaky Democratic Bloc Goldman’s Democratic Anarchists represent the most moderate, if least stable, choice of a government for the Republic. Banding together Anarchists of varying degrees of radicalism, pacifist and non-Marxist socialists and the Right wing of the Marxist spectrum Goldman’s Democratic Bloc has many contradictions. However the alliance and her faction itself is united by the fact that it is against both Leninism and the statism that creates and National Communism along with the problems that ideology shall inevitably create.

Position within Party: Old Right

Economic Policy:

What was the source of the economic boom? The answer is simple – the restoration of Soviet power. From 1890 until 1900 and from 1905 until 1910 the Soviets have been the primary driving force behind our economy and during these periods we have experienced nothing but success on the economic front. Why fix what isn’t broken?

The Trotskyite argument that the state props up the Soviet is weak. The state does nothing but interfere in the lives of the workers and farmers of the Republic. Let the people control their own destinies.

Reform Policy:

The Marxists call for more social reforms. But these reforms will directly harm the Republic. At this time explosive population growth is one of the main causes of the problems of unemployment in Wallonia and other areas whilst across the Republic spare capacity has been almost eliminated. This will only aggravate the situation. Worse still new safety regulations will inevitable force more the collective farms to release more workers which shall speed up rural-urban migration. The Marxist social policies are only going to create more unemployment. Providing work is the primary duty of the Republic to its working classes. At the moment we are failing in that duty.

Meanwhile the National Communist policy of accentuating cultural difference in an attempt to enshrine their beloved national German culture is a clear attempt to create a first step towards segregation. How long until the next law coming from the Commissariat for Culture is to keep Flemings working in factories alongside Flemings whilst just along the road Germans work only with Germans? We do not want a separated Republic but a united one. Their cultural discrimination by the back door may soon violate the constitution. Let us stop them before the crisis they seek comes to fruition!

Finally we wish to address the African problem. We share the fears of the Marxists that ideas of race and tribalism sulk just below the surface of this movement. Small scale attacks on European workers during the Strike were not uncommon whilst tribal differences, even within the cities in which all workers are brought together, remain distinct. A spectre is haunting the continent, the spectre of nationalism. The National Communists would create a civil war.

Foreign Policy:

It may be 7 years since the Great War but not a single person in the Republic has forgotten the horrors of Trotsky’s conflict. Not a single person in the entire world. Never again!

The worrying anti-socialist reaction across the capitalist world is a natural response of the ruling classes to the actions of Trotsky. This reaction may well push us into another World War if we do not take care. Reproachment with the West is necessary, as is friendship with the East.
