Let the player propose Federation types unlocked by the other empire

I met a Space Elf with the Merchant Guilds civic.

"Oh, boy!" thought I, "Trade League, ho!"

So I cozied up to that empire, and waited for a Federation proposal.

Within a decade of friendly relations, they proposed a Galactic Union.

My disappointment was immeasurable, and my game was ruined.

SOLUTION: Let me propose any Federation type which would be unlocked by my empire, or by the other founding empire.

That way, I won't have to wait ~10 years just for the RNG to disappoint me, I can target my diplomacy towards another empire and have a reasonable expectation to get the Federation type their traits would unlock.
