I never seem to value spy offense / defense in my games since I usually just claim and the AE upon being detected isn't that threatening.
If you let spy offense / defense scale the effectiveness of covert actions (i.e. increased revolt risk when supporting rebels from spy offense / less risk from spy defense, faster claim speed from spy offense, slower from high defense) we would be much more encouraged to use those two stats in my games and it would be a lot more FUN!
When I get a spy offense advisor I'm not super thrilled unless I'm doing multiple claims, even in multiplayer.
It might also allow you to substitute stats like claim speed and make those ideas a bit more interesting.
