At the moment, this event is restricted to the player. It should be opened up to all Spiritualist empires (I think for flavour reasons it works better for them) in the galaxy, and getting the head should automatically give all other Spiritualist empires a special casus belli on the holder of the head.

Yes please! Although I wouldn't restrict it to spiritualist AI empires; just as a player DE can become the Chosen of Zarqlan, an AI should be able to as well.
