Let Pontic nations "Restore Byzantine Empire"

For some reason, Trebizond cannot Restore the Byzantine Empire. This is the result of the decision being available only to nations of Greek culture.

Definitely an oversight. Of all the nations at game start, Trebizond has the most valid claim to being the Roman Empire other than Byzantium itself!

Shouldn't Trebizond be Greek primary culture ruling Pontic Greeks, since Komnenoi wasn't a Pontic Greek family, they were one of the escapers from the 4th crusade coming from Constatinople.

i think the primary culture is not necessarily the culture of the monarch but the culture of the government, there are many examples in europe of nobles form other countries inheriting the throne of a country from a different culture, and that wouldn't change the primary culture of the nation

I think it's reasonable to - alongside not having Byzantium respawn in Trebizond - not have Trebizond pop up in Thessaloniki.
