Why is Italy not allowed to stay a republic when formed by one? It's the only major nation formation decision that forces a government change, other than the Teutonic/Livonian orders becoming monarchies and tribes/hordes reforming their government by forming a new nation. Italy can be formed by 5 different republics that exist at the start of the game and it seems strange that they're specifically disallowed from remaining that way. If you form Italy as the Knights you stay a theocracy, so why not let Italy remain a republic?
e: Or at least fix the decision to seem less arbitrary and broken. When you form Italy, your current doge just decides to stay on as king, gains a second last name for some reason and plummets to 0 legitimacy. There's nothing in the description about why a king is necessary or appears and the whole process is unique in the game, in a bad way.
