It has always bothered me that you cant get over 100% habitability. Why should the fish stick people of the long john silvers planet not benefit from environment improving technologies like funny looking apes like me do? This would also help alleviate the fact that there is a glut of happiness modifiers in the game, most of which get wasted because of the 100% cap.
How this would look in practice? Habitability would be capped at 130%, as would hapiness. Every %point of hapiness beyond 100% would increase the hapiness modifier by .5% maxing out at +35% at 130% hapiness.
The idea being that non natives to a planet could become equally functional on a planet as the unenhanced natives, but any technologies that benefit foreigners would benefit the natives too. So yea I can get mechanical gills to be more functional on the Long John Silver Planet, but the natives Fish Stick people could get mechanical lungs and gain habitability but still be more at home in the largest biome the ocean.
