The Corporate Dominion civic shouldn't be disabled while MegaCorp DLC is enabled. Instead, it should just have its name/flavor text reworked to sound more generally-applicable.
A) Having a civic like Corporate Dominion available to non-Corporate empires increases the amount of empire roleplay, as it can be combined with the normal (non-Corporate) civic list to create novel empires
B) likewise, it increases the potential mechanical diversity of empires
C) Even though the current flavor text is nearly-identical, in reality there's a difference between being organized as a corporation and being controlled by one -- Corporate authority represents a corporate republic (government organized as a company), whereas the Corporate Dominion civic should really represent a corporatocracy (government controlled by corporate interests, as a form of plutocracy)
D) creates less feel-bad when someone buys MegaCorp and finds out that their previous Corporate-Dominion using empire is no longer recognized as valid
E) you can re-enable the platypi empire (fun fact: one of my friends bought the game almost solely because they saw that empire). Paradox, c'mon, you've got one on your logo, give the platypi some love again
