Further thoughts.

If you have a supply surplus in Alexandria, you could reduce the number of ‘convoys’ going there, possibly even to zero.

You see, the reason your convoys to Tel Aviv aren’t carrying anything is because the AI thinks there’s plenty of supply on that land-mass. So it won’t send any more to far-flung ports. Reducing the supply to the main centre can force the ‘deficit’ to be carried on the other convoys. You’ll still need something at Tel Aviv (ships are good as they don’t use many supplies/fuel when they’re parked in port, but still cause a local stock build-up) to hold the supplies there long enough for them to get acted upon by a draw request from the front.

If the surplus is huge, as it often is, (I've seen thousands there and tens of thousands in Dalian) you won’t get anything shipped anywhere on that landmass until the stock is drastically reduced. Which could be never.

So what to do?

You can create a RESOURCE convoy FROM Alexandria and check the supply &/or fuel boxes. This will result in you shipping supplies from Alexandria back home and result in a requirement for supplies on the land-mass which, you guessed it, can only be met by your convoys going to Tel Aviv.

If you do this in conjunction with parking ships &/or supply planes in Tel Aviv, your problem should go away.
