Curently I have ~half the industry bar filled up. Normally I'd build the industrial area, but I learned the hard way, that You should only trust hard data in PDS games (anyone remembers "maybe" in EU2? god damn it). I have 4% unemployment. ~1.500 jobs are unfilled (14.000 in total). WHY DO YOU THINK I NEED MORE INDUSTRIAL AREA?! It's the last thing I need right now.

While I agree with this to some degree, it's also dependent on what type(s) of industry you have, the education level of your Cims, and how far they have to travel to get to work. I do tend to go lighter on industry though than it asks for.
