Playing as Burgandy on ironman, I had France form a personal union with Austria at the start of the game. I was given the option to oppose such an atrocity. With all of my allies being involved in conflicts, and in debt it looked like doom for my short lived nation. Aragon was the only willing ally at the time, but was also at war. Being able to call allies after 30 days really helped, but every battle seemed to go horribly wrong. Somehow I managed to get a warscore in the 40% range, and I took over the union with the Austria. My next war with France will turn the tides greatly in my favor, right? I declare on France, and Austria's army stands still, and refuses to aid. Are they not able to get military access from Baden or Switzerland? I've never seen anything like this happen before. Do I have to connect our lands for them to help, or it a bug? Austria's opinion of me is close to 200, and they do waver back and forth from being hostile to a vassal attitude.

Try reload the game whenever the AI gets "stuck" like this :) Seems to be a problem recently with stuff like this happening more frequently.

Hope this sorts it for you

Happened to me alot too! Even before the recent patch. Sometimes it seems that if the country is a wee bit too far away, they won't come and fight. Sometimes it helped to restart the game for me, sometimes not. How I got around this after the recent patch is changing the objective of my subjects to "assault" and that usually makes them move. (Not where I want them to though)

AI has seemingly become worse at getting military access, guess Austria has no route since it lose emperorship.
For now try to ally the emperor next time so your alliance get free access through HRE.

Reloading the game may have worked, they're behaving normal now. Wasn't able to test allying with Bohemia, they weren't happy with Denmark feeding me their provinces for some reason  HRE is pretty much broken with a 4 province Bohemia as emperor, and France is currently being taken over by Brittany and the Papal States

I have been having similar problems. I had a union over Muscovy and Bohemia as Prussia and Bohemia would act normally but Muscovy would just build a couple of 4 stacks of un grouped units and do nothing with them. They had a 12 stack moving around but 20-30 units just standing around doing nothing. Reloading did not help unfortunately. Military access wasn't a problem because I bordered them and the enemies would border me (or was Kazan or Lithuania and so border Muscovy directly)
