"Less than 4 cities"

Hi all.

I have a problem with my EU4 game. I am playing with Denmark. I have annexed Norway and Sweden and I now I have the option of creating Iceland as a country (instead of Scandinavia) and change the capital from Copenhagen to Reykjavik.

The problem is that I do not match all the requirements. I have one with a red cross that says: "less than 4 cities".

But I have all Scandinavia plus Riga and all the Livonian Order, so I guess I should have much more than four cities.

Anyone has any idea?
