In 1914 scenario Germany, you can send back Lenin into Russia even after the Alexander Palace peacy treaty.

Is this WAD or bug?

I belive he was used by the Germans to undermine the Russian war machine.
However if Germany succeds earlier to break Russia (reach Petrovgrad, Moscow and Tsaristyn at the same time) then they won't need Lenin to create a revolution any more.

I wouldn't prohibit it. I mean, a RL Germany that was victorious in WW2 would most likely not try to destabilize the Russian monarchy, because the more democratic systems around, the more questions asked by the own population. But then, maybe Germany hates Russia so much after the war, that they just want to cause trouble for them now and deal with the fallout later? Who knows what has happened in the war!

Btw: The success chances of Lenin should be reduced after the War methinks. Guess its a lot harder to do a revolution with all the monarchist military around.

If Germany had won the war there would be no reason to send Lenin. After Revolution Germany intented to reinstall Monarchy and smash Democrats and Bolsheviks. But maybe Lenin would have found another way to get to Russia? Another question: Wouldn't a Februar Revolution happened without Lenin? Wouldn't a October Revolution happened without Lenin?
