I loved the ideas.
As with the proper functioning, I'd go for a fixed amount of ships, which in turn are upgradable. (so maybe it starts with 10, but can get to 30 or so if the owner build stuff in it).
And maybe it could automatically include neighbouring ones in its ships' pool, if the neighbouring trade posts belong to the same republic/patrician family and thet're obviously free.
Either that or you could have something similar to CK1. You get your troops to a single trading post of a republic/patrician family and negociate a *one way trip* somewhere if they had enough ships to transport your army. Price would depend on army size and distance (and relation?). Then you paid them if they accepted it (not if you're at war with them or a dynastic member of theirs, or if they're at war and need the ships) and get a "call out" option to ask them to take your troops back (or somewhere else) if it's the case some months later.
I think it makes sense rather than the republic comits their ships to you for as long as you want, I suppose negotiating only trips is more realistic.
