I'd like to request adding lend leasing for resources, or trade for resources directly under control.

My reasons as follows.

1) Close economy for minors mean that they're unable to trade any resources outwards, making it entirely pointless whereas controlling all resources also means being able to ship out whatever you choose. Against the AI this means there is only one recourse of conquering the territory to get at the resources and nothing else you can do if they're in your faction and screwing you over.

2) Countries not using resources should have the option of trading the use of resources to countries that are able to, perhaps at political power cost or large convoy costs. Again this means closed economy has some use since it confers control rather than removing trade as an option entirely.

Currently there seems to be no reason why axis would ever go closed economy (maximize resource trading via open economy) and Allies will almost always close their economies to starve the Axis as soon as possible, which seems kind of opposite to history.

@podcat If you could review this I would appreciate your thoughts on whether it's possible.

By political power cost, scaling with world tension, or with civilian factory cost. It's pretty much the same as asking how is lend lease itself going to be balanced when countries can export equipment.

The main issue is that in closed economies you screw over any allies who want to buy from you, which makes no sense since you should be able to choose who you want to sell to in that situation. Maybe in closed economy you ought to be able to sell 100% of your resources but subject to player approval like HOI3 trade deal?

Only facist and communist can close their economy completely and the axis contries are not that dependent on trades early and then they have gotten up their production they most likely are at war anyway.

The only reason why you would close your economy is if you need the resources because otherwise you lose bonuses and as you say hurt your allies.

Resources problems are a late game problem then nations operate hundreds of military factories and dockyards and build late game stuff that consume alot of resources, the majors are given the resources they need in the early game and I doubt you can trade with your enemies.

Now being able to lend lease resources may be a good idea as it would make closed economy a little bit better then currently.

The problem may be that resources are strongly asymetrical and waste if not used, while factories always do something.
So allowing to lease resources will lead to all member in aliance have avarage amount of resources. Or Allies having unlimet resources from Uncle Sam.
Right now they have limited resources and this is chance of Reich.
If France/Poland/US/UK unite from day 1 that would be some very boring game.
Equiplemt leasing is limited by number of your factories. Resources leasing is limited only by number of convoys.

However, there is potencial abuse of alies trading each other resources even if they do not lack it.

In fact, having a neutral USA, or ENG/FRA competing for resources might actually work in a multiplayer game. Just buy all the oil you can from ROM to prevent GER from importing safely, and force them to buy from overseas suppliers if they want to increase production of tanks, exposing their convoys to ENG. It's maybe worth 4-5 factories from USA to deny all the safe oil they can to Axis.

You can limit deliberate resource trading by using political power or other means. It simply doesn't make sense that closed economy is so bad at the moment for Axis simply because they depend on trade within members to get resources where they need it. If the AI decides to go closed economy consistently I'll never invite minors to the Axis because they're essentially useless at that stage. You may as well try to annex them for the resources since it's cheaper to put some MP divisions to suppress revolt risk than try importing resources from overseas.
