In 1444 there are over 100 nations in the world with Tribal government: Tribal Despotism, Tribal Federation, Tribal Kingdom, Tribal Democracy + we should also count Native Council and Siberian Clan Council.
Most of of them use Legitimacy; some use Republican Tradition. I don't think that stuff really fits them. In the recent DLCs Theocracies and Steppe Hordes got their special mechanics despite there are barely 20-30 such nations in 1444 and they don't upgrade in any way, same as with Tribes. So, why do they have a special stuff and Tribes cannot?
I'd propose some meter called, for example, Tribal Authority, or Ritual Respect, or whatever, which depicts the authority of a governing body of a tribe among its people. It is impacted by stuff such as prestige, stability and religious unity, and provides following bonuses/penalties:
-/+10% Land Morale
-/+2 True Faith Tolerance
-/+ 2% Missionary Strength (this one would help counter usual religious domination of 'organized' religions)
